State OS · Version 0.4 · Public Draft

A new
operating system
for Germany.

A system for the second economic miracle.

Abolition of all current taxes for more take-home than today's gross, guaranteed childcare and financial support for families, 24-hour building permits, instantly paid invoices for entrepreneurs, higher net pensions, uncompromising security, a fully digital state, and direct citizen participation.

Sounds too good to be true? Every number here is documented — calculated down to the last decimal.

I. The 1.5 % fee

A visible transaction fee —
1.5 %, nothing else.

More take-home than today's gross.

A clear, small contribution on every money flow. A single fee replaces:

Public broadcasting fee Income tax Wage tax VAT Corporate tax Trade tax Solidarity surcharge Church tax Property tax Vehicle tax Energy tax Tobacco tax Dog tax

Germany today uses a sleight-of-hand formula that splits contributions into "employer" and "employee" parts — of course the full amount is your salary. Drag the slider to your own gross:

III. What the 1.5 % model raises

A model has to carry. This one carries.

The official Bundesbank payment statistics 2025 show a core volume of €72.7 trillion — transfers, direct debits, cards, e-money. 1.5 % on that.

Today · taxes + social contributions

IV. The remaining gap

The rest? We save it.

1.5 % covers about 59 % of today's revenue level. The remaining 41 % doesn't come from new taxes — it comes from what we no longer need: duplicate administration, subsidy sprays, analog processes, interest on ever-new debt.

II. Thesis

Germany should run
like an operating system
not like a filing cabinet.

Not another party. Not another protest. An operational blueprint for a state where clear goals, visible metrics, direct participation and transparent funding are the default — not the exception.

01 · SOVEREIGN

Serious. Sovereign. Calm.

No slogans. No poster aesthetic. A system legitimized by clarity — not by volume.

02 · MEASURED

The state, in numbers, live.

KPIs, budgets, plan-vs-actual, reform progress — public, per module, per chapter, per project.

03 · PARTICIPATORY

Ongoing input, not an election every four years.

Voting on priorities, budgets, reforms. Instant, secure, auditable. Legitimacy by the minute.

04 · EFFICIENT

Clear rules. Right incentives. Low friction.

Better systems don't come from more bureaucracy. They come from better mechanics.

III. What the system does

Eight goals.
One coherent operating system.

Not a loose feature set. Every piece reinforces the others — the dashboard legitimizes voting, voting populates project tracking, the 1.5 % layer funds both, visibly.

GOAL 01

Direct digital citizen participation

Voting on local priorities, budget allocations, reform directions — as a normal part of civic life.

GOAL 02

Personal citizen dashboard

Open votes, live projects, personal contribution, national KPIs. Every citizen inside the system — not outside.

GOAL 03

12 operational modules

Economy · Treasury · Migration · Admin · Digital · Housing · Infrastructure · Defense · Education · Family · Energy · Health.

GOAL 04

Transparent state performance

Inflows, outflows, project status, plan-vs-actual, delays, accountability — public per unit.

GOAL 05

Citizens as builders

Join the movement, find your chapter, offer skills, submit proposals, join implementation teams. You're not a voter. You're a builder.

GOAL 06 · CORE

Civic social network

The post-login home. Builder-style feed: proposals, RFCs, chapter updates, merges, vote results — X/LinkedIn for state builders.

GOAL 07 · CORE

A channel on every data view

Every page carries a public comment channel on the right, pinned operator updates included. No more silent windows into the state.

GOAL 08

Real-time legitimacy

Legitimacy through ongoing participation, visible priorities, open dashboards — not just rare elections.

IV. Design formula

What this is —
and what it isn't.

Sovereign Tech+ National Rebuild+ High-Trust OS+ Civic Participation +Radical Clarity
Not: party · poster · slogans · classic political aesthetic · patriotic kitsch
VI. Movement

You're not a voter.
You're a builder.

Open to operators, economists, lawyers, engineers, communications.
